The overall vision of the plan is to conserve the MOS Iron Mine landscape as a living museum to reconnect the past, the present and the future; to serve as a link between the natural and cultural relics and the MOS New Town; and as a point for visitors to learn and reflect on their relationships with the multi-dimensional developments of MOS in space and time.

The platform could mark the location of the former processing plant and its design can be reminiscent of the old ore dressing plant which had been the largest above ground structure of the mine to become a new landmark of the project visible from the nearby highway and MOS.

Heritage trails of various lengths and different themes
There can be trails of various lengths, focusing on various aspects such as industrial heritage, ecological and environmental aspects, as well as social and religious aspects. The trail can also include the Mid-level District and Ma On Bridge District, which may require further research. AR and VR techniques can be employed to reveal historical photos and histories of various points. Local residents should be consulted and have opportunities to be involved in finalising the trails. Local residents, if possible, can serve as guides or human library for visitors.

Plane
A continuum of “conservation cum development” approach can be adopted. The Peak District in relatively high ground and has the highest number of heritages is suggested to be conserved in totality whereas the conservation of Cluster 2 at the foothill of the Hunch Back at around 100ML near the MOS New Town may be integrated with possible future development. Cluster 3 in between may need further research and documentation. Future development should provide options for existing residents, especially active farmers, to continue with their life and livelihood.
Cluster 1: The Peak District

Rich heritage of open-pit and underground mining and related infrastructures.
-
The District has two religious compounds where generations of miners and MOS residents have received nourishment of their body and soul. These can be revitalised for all sorts of purposes.
-
Existence of squatter huts is reminiscent of the old days when the Mine was in operation. Some abandoned squatter huts might be renovated to be used for artists in residence or other social innovation endeavours by young people.

Conservation plan of the Peak District should be developed and finalised in partnership with the community.

Cluster 2: Ore Dressing (Mineral Preparation) Plant, 110ML Tunnel and Shun Yee San Tsuen

Ore dressing (mineral preparation) plant and 110ML tunnel are important heritage that encapsulate transnational investment and mechanisation of the MOS Iron Mine

Shun Yee San Tsuen encapsulate the work of the church and the government in enhancing people’s living conditionDetails about the renovation and revitalisation of these three points are listed above (points 4, 5 and 17).

It is suggested that any future development in the area need to take these three graded heritages into consideration and these graded heritages should be fully integrated in the planning and design processes.

Cluster 3: The Wan Village, Ma On Bridge and Mid-level Districts

The Wan Village might be redeveloped in the future as land has been sold to a private developer. If demolition and redevelopment were inevitable, thorough documentation should be carried out as a last conservation measures. Future developments should respect the integrity and authenticity of the Peak District.

If new housing development took place near the Mid-level District, the incumbent residents should be given an option to stay and continue with their life and livelihood in the area.

Implementing P-L-P conservation in Hong Kong: some suggestions
To implement P-L-P conservation in Hong Kong, we have to:
1.
Revise the definition of heritage in Hong Kong to embrace the diversity and integrity of heritage in general and industrial heritage in particular
2.
Legal protection needs to be extended to graded buildings and their spatial context
3.
Both experts and citizens can work together to document the historical, technological and socio-economic dimensions of industrial heritage sites
4.
Empowering and strengthening AMO into a truly interdisciplinary team to document, understand and assess the values and significance of Hong Kong’s diverse heritage
5.
Updating the Landscape Character Map regularly
6.
CHO can be further empowered to coordinate conservation efforts within the government, with the AAB and NGOs
7.
Use planning tools to identify ‘conservation areas’ to protect the integrity and authenticity of heritage sites
8.
Identifying a sustainable sources of finance such as using a certain percentage of land-related revenue as land values are co-created by Hong Kongers
